Description
Huntington Ingalls Industries (Camber Corporation) provides mission-critical engineering and technical service to Information Technology, Federal Civilian, and National Security, Aerospace & Defense and International government and commercial customers at over 100 locations worldwide.
HII-Camber is currently seeking a Program Analyst Level V onsite to work out of the Government Office on Fort Detrick, MD.
The following statements of duties and responsibilities are intended to describe the general nature and level of work being performed by individuals assigned to this position. These statements are not intended to be an exhaustive list of all duties and responsibilities required of all personnel within this position. Actual duties and responsibilities may vary depending upon assignments and other factors.
Duties and Responsibilities:
  • Tailor all DoDI 5000. 02 documentation requirements for each applicable program and strategy, developing the documentation IAW the latest regulatory, statutory, and organizational policies.
  • Prepare, staff, and present (when necessary) recurring (i. e., daily, monthly, annual) reports and briefings in support of milestone decisions and both internal and external program reviews.
  • Participate actively on multiple IPTs, providing the acquisition subject matter expertise needed to fulfill the critical planning and execution requirements that contribute to program success.
  • Communicate programmatic issues, concerns, and information.
  • Formulate technology transition strategies.
  • Formulate top-level acquisition strategies and program structures.
  • Perform integrated risk assessments and risk analyses regarding cost, schedule and performance of assigned programs.
  • Research, interpret, analyze, and advise on the rules, regulations, and procedures found in the DoDI 5000. 02, other DoD acquisition policies, and FDA regulations applicable to biopharmaceutical advanced development. In addition, the contractor shall ensure that all program-related efforts and documentation properly apply this guidance.
  • Serve as a liaison among members of the CBDP Enterprise (i. e., JPEO-CBD, JSTO, JRO, and PAIO).
  • Advise and assist the PM in all aspects of program management (e. g., analysis of contractor schedules and technical proposals, development of programmatic briefings, award fee board execution, requirements traceability analysis, etc.)
Qualifications and Experience:
Required
  • Standard Requirement:The applicant shall possess a Master s degree in Systems Management, Business Management, or a related discipline, as well as fifteen (15) years of general experience and ten (10) years of relevant experience.
  • Alternate/Tradeoff Requirement:The applicant shall possess a Bachelor s degree in Systems Management, Business Management, or a related discipline, as well as twenty (20) years of general experience and fifteen (15) years of relevant experience.
  • The applicant shall possess a mastery of the DoDI 5000. 02 process for acquisition systems. In addition, the contractor shall possess demonstrated experience applying this process to the development of acquisition strategies.
  • The applicant shall possess twenty (20) years of experience working in a Government program management or executive office, specifically applying DoDI 5000. 02 tenets in the areas of program management (e. g., acquisition documentation development, risk management, integration of DoDI 5000. 02 with the PPBE system and JCIDS, etc.).
  • The applicant shall possess the expert knowledge required to integrate the JCIDS, PPBE, and DoDI 5000. 02 processes.

  • The applicant shall possess experience formulating technology transition strategies.
  • The applicant shall possess knowledge and experience in the application of Technology Readiness Levels (TRLs), identification of challenges in technology transition, and identification of DoD policies and practices that affect technology transition.
  • The applicant shall possess experience formulating an integrated risk assessment and performing risk analysis regarding cost, schedule, and performance in accordance with the DoD Risk Management Guide.
  • The applicant shall possess the ability to communicate effectively, both orally and in writing, among a variety of audiences.
Preferred: The candidate may possess Defense Acquisition University (DAU) Level III in Program Management, or the civilian equivalent.
Security:
Candidate must possess and be able to maintain a government security clearance at the Secret level.
The selected applicants will be subject to a security investigation and must meet eligibility requirements for access to classified information.
